It is rare. Very very rare. And mostly it is even the opposite. The community embraces contributors from other languages and there are core maintainers who can speak from their own experience. Drupal isn't originally even not english, if you want to say so. But there are - as always in life - edge cases. And these can become very problematic. Even more as maybe expected and this is why it is important to point a finger on it.
How often I was about to comment:
"Apart from that, please consider not everybody here is a native tongue. So there are possible misunderstandings coming into mix. And I am not only refering to my own native language but also to all others contributing here. Try to imagine you would need to communicate here, in other issues, in chat, in maintainer mails, in message bords, in release notes, etc not in your language but in German ;-) or French over days and nights. Or even better, maybe better for you to follow this issue more empathic: I am fine with accepting a contributor challenge with you on that basis if you like. In my language. ;-)"
